The Minister of Labor, Invalids and Social Affairs and Minister-Chairman of the Committee for Ethnic Minorities were appointed as the two Vice Chairman of steering Committee.

The Central Committee for Sustainable Poverty Reduction is responsible for coordinating ministries, agencies and localities in addressing issues relating to mechanisms and policies for poverty reduction.

It is entrusted to develop and organize the implementation of the National Target Program on Sustainable Poverty Reduction for the 2011-2015 and propose policies and measures for mobilizing resources from local and foreign businesses, individuals and organizations for poverty reduction.

During 2006-2012, some 5 million turns of poor households were granted preferential loans and 100,000 poor laborers got free vocational training.

Around 3.7 million more people were trained to do business.
