EPC contract signed for key national oil refinery

VGP - The engineering, procurement and construction (EPC) contract was signed for the Nghi Son Oil Refinery and Petrochemistry Complex Project, with total investment of nearly US$9 billion, on January 27 in Thanh Hoa Province.

The complex in Tinh Gia District is a world-level deep processing oil and petrochemical plant which has received due attention from the Government, ministries, sectors, and Thanh Hoa’s authorities and residents.

The plant is scheduled to start commercial operations in mid-2017 with a daily refining capacity of 200,000 barrels or 10 million tons a year. Major products include LPG (32,000 tons a year), petrol RON 92 (1.131 million tons), petrol RON 95 (1.131 million tons), jet fuel (580,000 tons), high-grade diesel (2.161 million tons), and common diesel (1.441 million tons).

The investors include the Viet Nam Oil and Gas Group (PVN), Kuwait Petroleum International (KPI/KPE), Idemitsu Kosan Company (IKC) and Mitsui Chemicals, Inc. of Japan (MCI). The EPC contractors are Japanese firm JGC (key contractor) and Chiyoda (Japan), GS E&C (Republic of Korea), Technip France (France), and Technip Geoproduction (Malaysia). They involve in designing, purchasing, building, installing and assisting the trial operation of the whole plant.

Attending and speaking at the ceremony, PM Nguyen Tan Dung said that to build and operate the plant, it requires greater efforts and more effective cooperation among stakeholders. The PM proposed the investors and contractors to best utilize their capacity and experience to complete the construction on schedule.

The PM asked Thanh Hoa Province to coordinate with relevant ministries and sectors to assist the investors during the project’s implementation. He also urged the local government to pay attention to assisting local residents, especially those who have to move and devote their land for the project.

The Government will closely monitor the project’s implementation to remove any arising difficulties and timely assist the project, PM Nguyen Tan Dung said.
