Gov’t orders prompt measures to address flood outcomes
VGP – The PM issued on November 3 a note urging leaders of flood-hit localities to mobilize all forces and take all necessary measures to quickly deal with the consequences of floods and heavy rains, stabilize people’s life and recover production activities. The Government leaders have also come to heavily-damaged areas to direct the rescue work.

The PM ordered Chairpersons of the provincial People’s Committees to timely provide aid to the victims’ families, rally forces to help people repair houses, arrange accommodations for those whose housing was lost, so as to quickly stabilize people’s life.
The Government chief also required local authorities to take all necessary measures to prevent starvation and food shortage and promptly repair essential infrastructure works (schools, hospitals, transport and irrigation projects).
The ministries and sectors, within their competence, were asked to proactively assist the damaged localities to address difficulties, maintain social order and safety, help people recover production activities.
Also on November 3, Deputy PM Hoàng Trung Hải paid inspection and directed the flood fighting work in Ninh Bình Province where he visited some heavily-damaged communes.

Directly inspecting the Lạc Khoái Dam, one of the important positions to prevent flood for 12 communes of Nho Quan District, Deputy PM Hải stressed the necessity to keep watch over complicated climate changes, so as to timely cope with all circumstances. He urged Ninh Bình Province’s government to assist the flood-hit victims as well as the forces protecting the dams.
Deputy PM Hải also visited the communes of Đức Long, Gia Tường, and Lạc Vân, where 9,250 households and 2,609 ha of the winter crops were inundated. The Deputy PM asked local people to pay attention to sanitary and rescue work.
In the afternoon of the day, Deputy PM Hải presided over a meeting with the Central Steering Committee for Flood and Storm Control (CCFSC), reviewing the recent natural calamities in the Red River Delta and the northern midlands, directing some emergency work to address the outcomes.

The Deputy PM ordered ministries, sectors and localities to prepare abundant food, medicine, and chemicals to pasteurize the environment, guarantee hygiene, and prevent epidemics in the flooded areas. The Ministry of Industry and Trade was required to ensure goods supplies and market balance as well as preclude speculation and price escalation.

Rains and floods cause heavy damages in eleven provinces and cities
According to a report made by the CCFSC, floods and rains have seriously damaged eleven provinces and cities, namely Lạng Sơn, Hòa Bình, Phú Thọ, Vĩnh Phúc, Bắc Giang, Hà Nội, Hưng Yên, Hà Nam, Ninh Bình, Thanh Hóa, Nghệ An and Hà Tĩnh.
To late November 3, the natural calamity has caused 47 deaths and seven lost, including 27 swept by floods, 13 drowned, three thunderstruck, and four electrocuted.
At least 99 houses have been collapsed, 106,936 flooded or damaged, 251,980 ha of crops and rice submerged, 25,456 ha of aquaculture inundated, 800 bridges and small irrigation works, 168,817 m of dykes and canals, 169 km of roads damaged.
