The complete strategy should clearly show the role and status of Hà Nội as the capital city and the country’s political, economic and cultural center, as well as its role in the development of the Red River Delta.
The strategy should also clearly define development orientations, tasks and implementation measures.
The strategy is required to match smoothly with the national socioeconomic development strategy, the Hà Nội socioeconomic development plan and the Hà Nội construction plan already approved by the PM.
