According to the PM’s instruction, the Ministry of the Home Affairs should strengthen its guidance and inspection over the implementation of relevant schemes, especially those on administrative apparatus reform, public servants, public affairs, salary, and administrative procedure reform.

The sector should build up and guide the use of indexes that monitor and appraise administrative reform. That work, as the PM said, should be done soon, so that people and enterprises jointly appraise and show their satisfaction with administrative reform of state agencies.

It is also necessary to quickly build up the e-Government to construct a modern, effective administration.

The Ministry of Home Affairs should review the second phase of not organizing the People’s Councils at districts and wards in 10 cities and provinces on a trial basis.
