PM stresses nine solutions for fast and sustainable development

VNGOP - In the morning of May 6, at the opening of the 3rd session of the 12th National Assembly, PM Nguyễn Tấn Dũng made an important speech on reviewing the overall socio-economic picture during the past time and highlighted the future priority solutions to rein inflation, stabilize the macro-economy, ensure social security and sustainable growth.

The Government has mapped out the major urgent tasks for the rest of 2008, focusing on successfully curbing inflation, stabilizing the macro-economy, ensuring social security and sustainable growth. Out of these tasks, curbing inflation is placed the top. To fulfill the targets, the Government asked the NA to readjust the yearly growth norm down to 7%.

Speaking at the NA, the PM underlined four out of eight groups of drastic solutions in the time to come, namely: fruitfully tightening financial and monetary policies; removing obstacles and difficulties to boost production, services and investment attraction; enhancing export activities to narrow the trade gap, maintaining the supply-demand balance of goods, speeding up market and price control, fighting against speculation and trafficking; and well implementing policies on social welfare.

Boosting up production and services is a key solution

Boosting up production and services is considered an essential solution to increase the abundance of products and services for domestic consumption and export, while help to rein inflation and reduce trade deficit. The Government encourages to attract and quickly disburse investment capital for development, especially for hi-tech products and high-value exports. Besides, the Government will also enhance investments in agricultural production and rural development.

The Government targets an increase of 25% in total export turnover in 2008 in comparison with last year.

Ensuring the supply-demand balance of goods is a decisive premise for the market stability, which helps prevent sudden price changes, speculation and trafficking. The Government decided not to raise the prices of electricity, petroleum, coal, clean water, air, train and bus fare.

To guarantee national food security in any circumstance as well as the benefits of farmers, the Government has limited the export volume of rice in 2008, from 3.5 million to 4 million tons, with a proper delivery schedule. The application of tax for rice export is now under consideration.

The exploration and exploitation of coal will be tightened; the economical consumption promoted; and the export reduced to ensure the national energy security both for short and long term.

Along with solutions to stabilize and control prices of key goods, the Government is expecting to realize the issued social security policies, at the same time expand and put into reality some urgent ones.

"Besides the above urgent tasks, the Government will continue to lay the good foundation and premises for fast and sustainable development in the following years", the PM stressed, highlighting the following nine groups of tasks:

Firstly, quickly perfecting the law system, setting up the socialist-oriented market regime, further speeding up administrative procedures reform;

Secondly, drastically heading the drafting and implementing of socio-economic plans to higher standard norms in order to ensure macro-economic stability and sustainable development;

Thirdly, speeding up the building of essential socio-economic infrastructure;

Fourthly, developing manpower, especially highly-qualified labor;

Fifthly, facilitating the development of non-State enterprises, assisting small and medium ones, continuing the reform of State-run enterprises;

For years, food productivity has not only met domestic consumption with reasonable price but also helped to rank Việt Nam the 2 nd largest rice exporter

Sixthly, quickly building up the National Goal Program to cope with global climate change and the rise of sea level to mitigate the possible dangers and impacts, particular on agricultural production and farmers' livelihood;

Seventhly, continuing to perfect policies and widen social security network to support vulnerable individuals in the process of development and obtain sustainable poverty reduction;

Eighthly, further fighting against corruption and prodigality, and boost thrift practice;

Ninthly, enhancing external relations, national defense and security; maintaining the political security and social safety and order; creating favorable conditions for sustainable development of the country.

Concluding the speech, the PM expressed his desire that, with the joint determination and efforts of the whole Party, army and people, Việt Nam would surely rein inflation, stabilize the macro-economy, ensure social security and sustainable growth, successfully fulfilling the 5-year socio-economic plan 2006-2010.
