The PM agreed in principle to grant more power to Hà Nội’s goverment to fulfill socio-economic development tasks in order to better serve people.

The Government chief ordered Hà Nội to continue its consistent measures for curbing inflation, boosting production and export, reducing trade gap, stabilizing market prices, preventing speculation and price escalation of primary goods, and cutting down 10% of regular spending.

Hà Nội will work with the Ministry of Construction to promptly design the planning scheme for the expanded Hà Nội Capital (after the NA approves the administrative expansion of the city), focusing on transport infrastructure.

Mentioning funds for major projects to welcome the 1000 th anniversary of Thăng Long-Hà Nội, the PM entrusted the Ministry of Planning and Investment, Ministry of Finance and relevant ministries to calculate the capital allocated from the central budget and that mobilized by the City and make report to the PM for final decision.

Under the note issued on April 29 on the PM’s working session with leaders of Hồ Chí Minh City on April 8, the PM assigned the Ministry of Finance to issue bonds worth of VND 10,000 billion to finance HCMC in site clearance for major infrastructure projects.

The Ministry of Construction was entrusted to instruct HCMC to "permit Vietnamese citizens residing abroad to own houses in Việt Nam" and eradicate unnecessary procedures relating to housing and land transactions in order to develop a healthy and properly-oriented real estate market.

The PM also entrusted the Ministry of Home Affairs to collaborate with the Government Office to complete the Plan on pilot urban government in HCMC and submit it to the PM for consideration and decision.
