The plan defines specific work together with responsibilities and tasks for ministries, agencies and localities to implement the Convention to conform with the Constitution, law and practical conditions and the country’s commitments. It also helps perfect the country’s legal system and boost its international cooperation in combating terror.
The plan also stresses the necessity for Vietnam to consider its possible accession to other international and bilateral conventions on counter-terrorism, judicial interdependence and extradition.
It also touches upon the country’s involvement in counter-terrorism activities, experience sharing and high-tech applications among ASEAN member states in response to chemical, biological, nuclear, cyber terror attacks.
The Convention and legal documents on counter-terrorism will be disseminated to raise awareness of staff, solders and the whole people on the work.
Ministries and agencies are in charge of reviewing the documents related to counter-terrorism for suggesting necessary amendments and supplements. The task will be finalized in the 2013-2014 period.
The Ministry of Public Security is, especially, responsible for leading and supervising the implementation of the plan and report outcomes to the PM./.
