VN moves to attract more foreign scientists

VGP - The Vietnamese Government has issued a decision on attracting overseas Vietnamese (OV) and foreign experts to work for the country’s scientific and technological sector.

The eligible overseas Vietnamese and foreign experts should have copyrighted inventions or plant varieties and outstanding scientific and technological studies which are appropriate to their scientific and technological tasks in Viet Nam.

They must also own a doctorate degree, give lectures, do scientific researches and technological transfer at prestigious research institutions abroad in the fields appropriate to their scientific and technological tasks in the country. The doctorate degree holders  who have worked for over three years for international scientific and technological cooperation projects and programs or research positions at prestigious foreign enterprises as scientific experts are also accepted.

The scientists and their relatives, including their father, mother, wife or husband, offspring and adopted children under 18, are granted multiple visa or residence cards in accordance with legal regulations on foreigners’ immigration and residence in Viet Nam.

Those who are presented with Viet Nam’s honorary titles or reside temporarily in the country will be able to get regular residence cards in accordance with legal regulations.

The scientists can be appointed or employed for  leading positions in scientific and technological institutions; assigned to lead and implement scientific and technological tasks; and considered for scientific and technological positions in accordance with the Law on Science and Technology.

They are assisted to get work permits in a prioritized process while their relatives are supported to find jobs and study in Viet Nam. The scientists are also given accommodation or have support in seeking accomodation during their stay for scientific and technological tasks in the country.

Their salaries are negotiable basing on their tasks, capacity and contribution.

The decision will be effective on November 10, 2014.
