The first list includes 45 drug substances absolutely prohibited from use in medical sector and social life. The use of such substances in scientific study and criminal investigation shall be in accordance with specific regulations of competent authorities.

The second one has 121 drug substances used with limitation in scientific study and criminal investigation or medical sector in accordance with regulations of competent authorities.

The third list includes 69 psychotropic substances which are used in scientific analysis, testing and study, criminal investigation or medical sector in accordance with regulations of competent authorities.

The last one has 41 precursor chemicals based on which, the Ministry of Health, Ministry of Industry and Trade, and Ministry of Public Security will classify the precursor chemicals under levels in order to apply suitable management and control measures to the extent of their functions and assigned tasks.

The Government requires that agencies, organizations or individuals who study, examine, produce, transport, maintain, store, purchase, sell, distribute, use, process, exchange, import, export, or transit the substances included in the foresaid lists must comply strictly with legal regulations on control of legal activities in relation to drug.

The Decree will effective from September 15, 2013. /.
