Comprehensive restructuring of credit organizations
The Government asked ministries, local authorities, and economic corporations to arrange and privatize SOEs; speed up withdrawal of non-core business investment; and implement SOEs restructuring in the 2016-2020 period.
The State Bank of Viet Nam regulates the monetary policy in an active and flexible manner in close coordination with fiscal policies to control inflation; stabilize the macro-economy; support economic growth; and creates favorable ways for disbursing the VND 30,000 billion credit package for low-income households' housing loans; comprehensively restructure the banking system and handle NPLs.
The Ministry of Planning and Investment works with relevant ministries, agencies, and localities to compose the economic restructuring plan in the 2016-2020 period; promote PPP cooperative modal in favor of SMEs development; and back the research and building of the Law on SMEs assistance.
The Ministry of Finance cooperates with related ministries and agencies to control budget overspending and accelerate IT applications in the administrative procedure reform, especially in the areas of tax, customs, and treasury.
The Ministry of Industry and Trade (MoIT) is in charge of developing the domestic goods and service market; spur export; develop connectivity between domestic and foreign markets in favor of goods production, consumption and export.
Ensuring social welfare
The Government tasks the Ministry of Agriculture and Rural Development (MARD) to speed up the agricultural reform; effectively manage, use and save water in reservoirs; accelerate construction progress of irrigation works to prevent disasters; expand consumption markets for agro-products and seasonal ones.
The Ministry of Labor, Invalids and Social Affairs is responsible for supporting victims in drought and disaster areas; hungers; and working with other relevant ministries and agencies to deploy policies on poverty reduction in line with multi-dimensional poverty index.
The Ministry of Health (MoH) chairs and works with other ministries, agencies, and localities to prevent infectious diseases especially Zika virus infection; apply price adjustments of healthcare services in accordance with the roadmap.
The MoH, MARD, and MoIT continue to perfect the legal system on food hygiene; enhance joint cooperation to investigate; supervise and punish infringements. The provincial and municipal People’s Committees are responsible for enforcing regulations on food hygiene./.
