The overall objectives of the Plan include macro-economic stabilization, inflation control in combination with acceleration of growth and sustainable development, enhancing environmental protection, active climate change adaptation among others.

The economy is expected to expand at the average rate of 6.5-7% per year and the poverty rate is projected to decrease by 1.5% annually.

Inferior levels must beef up the implementation of the Master Plan for Economic Restructuring in order to improve the quality, effectiveness and competitiveness of the national economy.

The Government chief also asked for stepping up the realization of three strategic breakthroughs: Improvement of socialist-oriented market economy institutions, focusing on creating an equal business environment and administrative reform; human resource development especially high-quality workforce and renovating the education system comprehensively; and infrastructure development with priority given to traffic system and urban infrastructure.

The Plan needs to give a boost to the development of private, foreign-invested, small and medium-size enterprises; enhance national financial power and security.

All targets, orientations and solutions figured out must be feasible and en listed in a priority order./.
