In 2014, poverty reduction and social welfare saw positive results thanks to the Party and State’s attention and priorities. Many policies for disadvantaged people were amended, supplemented and issued to help them access the State’s support.

According to reports from localities, the rate of poor households across the country decreased by 1.8-2% per year (from 7.8% to 5.8-6%) and the rate in disadvantaged districts fell by 5% per year averagely (from 38.2% in 2013 to 33.2% in 2014).

In 2015, the CSCR will strive to reduce the rate of poor households nationwide below 5% and 30% in disadvantaged districts.

The CSCR has also devised a plan on poverty reduction in the 2016-2020 period with a general target of raising the poverty reduction rate and preventing disadvantaged people from falling back into poverty, contributing to realizing economic growth targets, ensuring social welfare, improving the living standards and incomes, especially in disadvantaged districts and communes.

Accordingly, the targeted rate of poor households in the 2016-2020 period is 1-1.5% per year nationwide and 3-4% per year in disadvantaged districts and communes. Disadvantaged people will have better access to social services and incomes of poor households in the 2016-2020 period are expected to be doubled compared to 2015.

To realize the targets, the CSCR will focus on improving policies related to poverty reduction, prioritizing resources to implement the policies and reviewing the implementation of the National Target Program on Sustainable Poverty Reduction in the 2011-2015 period and building a plan for the 2016-2020.
