It consists of functional areas on industry, administration, residence, tourism, service, and and sea port.

The zone targets to take advantage of natural conditions, economic and political geographic positions in international and domestic services; beef up socio-economic development in the locality and the central region; attract foreign investment; and ensure national defense.

It will be converted into a general and interdisciplinary economic zone, a hub of agro-forestry and fishery processing, production ofbuilding materials, electricity production, tourism, service, large-scale port, as well as modern urban areas./.
