The report says that the Government and PM inherited great achievements and valuable lessons gained over the past 20 years of renovation, particularly direct achievements of the previous term (2002-2007).

At the same time, the Government and PM also faced challenges and complicated developments of the regional and international political and economic panorama, especially adverse consequences of the global financial crisis and economic downturn.

Back to the 2007-2011 term, the Government has made certain progress, including enhanced leadership, continued consolidation of the legal system and socialist-oriented market.

On the other hand, the central Government and local authorities have moved quickly in encouraging and creating favorable conditions for a boom of private economic sector.

Besides, the State-owned enterprises have been renovated or re-structured. Accordingly, equitization of these enterprises have been accelerated and all 1,200 SOEs have been transferred to operate under the Law on Enterprises.

Moreover, the country’s business environment has been paid due attention, which led to an additional foreign direct investment volume of US $150 billion in the reviewed period, said PM Dũng.

The Government also focused on establishing some categories of markets for goods, services, securities, real estate, and others.

Another significant achievement is that the Government was succeeded in stabilizing macro-economy, curbing inflation, maintaining high growth momentum, and improving the efficiency of the national economy.

Over the fragile term, the Government has always considered macro-economic stability, macro balances guarantee, inflation curbing as the prerequisites for sustainable growth, the Government chief highlighted.

Other fields like culture, science and technology, environment protection and people’s life have also been poured more investment.

Furthermore, the term 2007-2011 was featured with positive outcomes of the administrative reform to improve the State management capacity and increased efficiency in diplomatic work.

Beside good points, the Government chief also pointed out shortcomings and weaknesses during the term, like low management capacity, low efficiency on administrative reform and anti-corruption, and some others./.
