PM urges quicker tempo of investment disbursement

VNGOP - At a conference on investment held on June 10 in Hanoi, PM Nguyễn Tấn Dũng urged ministries, central agencies, provincial-level authorities, economic groups and State trade banks to take drastic measures to speed up the tempo of investment projects in an effort to fulfill this year’s investment targets.

According to reports presented by the Minister of Planning and Investment at the meeting, in the first half of 2007, development investment from State budget reached VND 42.4 trillion, representing 42.6% of the annual target; ODA disbursement was 41.8% of the annual plan. Many projects using ODA from the World Bank and the Asia Development Bank were carried out slowly, especially in agriculture, irrigation, transport, electricity, drainage, and urban hygiene.

To maintain the country's rapid and sustainable economic growth, the PM ordered ministries, sectors, local authorities and economic groups to promptly fulfill the set targets.

Firstly, ministerial agencies, especially the ministries of Construction, Planning and Investment, and Finance, should focus attention on checking and revising their legal documents guiding construction, tender, budget distribution, and project balance. Any revision beyond their competence must be submitted to the Government for decision within July 2007.

PM Nguyễn Tấn Dũng asked relevant agencies to focus on improving their management ability and working out concrete mechanisms for capital sources, investors, consulting and designing organizations of key projects. The PM encouraged the use of domestic consultants.

The Government head urged local authorities and investors to remove all difficulties to speed up the site clearance for projects in groups A, B, C.
