The Minister of Planning and Investment and a Deputy Minister of Finance are the two vice chairmen of the Committee.

Other members include representatives from the Ministry of Planning and Investment, Office of Government, State Bank of Viet Nam, Ministry of Justice, Ministry of Transport, Ministry of Construction, Ministry of Industry and Trade, Ministry of Health, Ministry of Information and Communications, Ministry of Education and Training and Ministry of Natural Resources and Environment.

The Committee is responsible for assisting the Government and the Prime Minister in designing, implementing and evaluating the public-private partnership model in Viet Nam.
