The Government chief is the Chairman of the Council.

Members of the Council include Minister of Education and Training Phạm Vũ Luận, Vice Chairman of the Office of Government Nguyễn Hữu Vũ, Minister of Finance Vương Đình Huệ, Minister of Planning and Investment Bùi Quang Vinh, Minister of Home Affairs Nguyễn Thái Bình, Minister of Labor, Invalids and Social Affairs Phạm Thị Hải Chuyền, Minister of Science and Technology Nguyễn Quân.

The Council is responsible for assisting the PM in directing and reviewing the renovation of education and training, vocational training, and human resource development; directing the development and implementation of the Law on Education, Law on Tertiary Education, Law on Vocational Training, strategies for education vocational training development, and the planning scheme for Việt Nam’s human resource development for 2011 – 2015, and others.
