VN publicizes national database on administrative procedures

VGP – For the first time, a national database on administrative procedures was made public on October 26 in Hà Nội thanks to a strong endeavor of the whole political system.

The national database, with over 5,700 procedures, 9,000 documents and 100,000 forms, provides information of administrative procedures and legal documents currently applied by all 24 ministries and 63 localities in Việt Nam at central, provincial, district and communal levels.

Addressing the launching ceremony of the national database, PM Nguyến Tấn Dũng underlined the necessity to publicize administrative procedures in transparent, open, and easy manner for both citizens and enterprises to access to.

The Government chief required all ministries, agencies and local authorities to review and streamline at least 30% of administrative procedures, as stipulated in the Project on administrative procedures simplification in the fields of State management in 2009 (Project 30 in short).

The board of public administrative reform, under the Office of the Government (OOG), was ordered to timely review and report the progress in simplifying administrative formalities, so that the Government can have accurate instructions and management.

The Government chief took the occasion to call on people from all walks of life to join hands with the Government to figure out and correct any shortcomings of the national databases.

In its first phase, targeting to total up administrative procedures, Project 30 has been conducted massively in all ministries, agencies, localities, and administrative offices from the central to local levels, said Mr. Nguyễn Xuân Phúc, Minister, Chairman of the OOG and Chairman of the Advisory Council for Administrative Formality Reforms.

The sets of administrative procedures at the levels of districts and communes have been standardized and will be applied nationwide.

In the last quarter of 2009, the Government plans to issue a decree on administrative procedures control in order to institutionalize activities in the framework of Project 30 and form a mechanism to supervise administrative stipulations.
