Gov’t discusses some bills

VGP – In the second working day of its regular meeting for March 2009, the Government today discussed and gave comments on some bills which will be submitted to the National Assembly and its standing committee for final decision.

The legal documents put on the agenda table included the bill to revise and supplement some laws relating to capital construction investment, the bill on medical examination and treatment; the bill to amend the Law on Cultural Heritage, and the bill on telecommunications.

The first bill, designed by the Ministry of Planning and Investment, will revise some articles of the Laws on Construction, on Investment, on Bidding, on Enterprise, on Corporate Revenue Tax, on Land, on Environment Protection and on Firefighting.

It is expected to lift hindrances to capital construction investment activities; guarantee State management in this field ; accelerate the administrative procedures reform and create an open legal environment in line with international laws and practices.

PM Nguyễn Tấn Dũng stressed that it is necessary to quickly simplify administrative procedures in capital construction investment and tender activities in favor of domestic and foreign investors and enterprises.

The Bill on Medical Examination and Treatment consists of eight chapters with 84 articles, stipulating rights and obligations of patients, practitioners, and medical clinics, regulations on medical examination and treatment, application of technical advances and new methods in this field, professional mistakes and dealing with patients’ complaints.

The bill to amend some unclear articles of the Law on Cultural Heritage in order to harmonize restoration and development.

It also decentralizes the power of protecting and developing cultural heritages.

The draft law on telecommunications, with six chapters and 64 articles, aims at mobilizing the country’s resources to increase capacity and modernize telecommunications; developing modern telecommunications infrastructure; encouraging all economic sectors to engage in telecommunications business; and speeding up administrative reforms in telecommunications management.

The Government also debated the signing of the La Hay Convention on Child Rights.
