Gov't to make public all legal documents before issuance

VNGOP – To promote administrative reform, build up a powerful legal system, improve the legal documents compiling and issuing process in order to found an administration for people and by people as well as fulfill Vietnam's WTO accession commitments, PM Nguyễn Tấn Dũng delivered on June 11 Document 732/TTg-TCCB stipulating the publication of the Government's legal documents on the Government Website (www.chinhphu.vn) to ask for organizations and individuals' opinions and recommendations.

Referring the related legal documents, the PM ordered ministries, ministerial-level agencies, governmental bodies, provincial-level People's Committees, other organizations in charge of compiling the Government's legal documents (resolutions, interdisciplinary resolutions made with other State agencies or central bodies of socio-political organizations, decrees) to publicize their legal documents on the Government Website to ask for other agencies, organizations and individuals' recommendations within at least 60 days before submitting the draft documents to the competent agencies. Organizations and individuals can give their opinions on the Government's draft legal documents by sending emails to the Government Website or written papers to the Government Office or the agencies in charge of compilation.

The publication of draft legal documents on the Government Website is a compulsory step in the compiling process. The compiler must include a report on recommendations in the records of the draft legal documents submitted to the Government.
