The plan also sets to reduce the underweight kids under five to 15% by 2015 and 10% by 2020.
It will universalize nursery school education for five-year-old children by 2015 and increase the proportion of disadvantaged children receiving assistances to 80% by 2015 and 85% by 2020.
The plan encourages social and economic organizations, families and communities to take care and educate children as well as provide services for children.
