The campaign was introduced at the second day of the 8^th National Patriotic Emulation Congress, which wrapped up in the morning of December 28.

The campaign, which will be closely attached to the realization of the next five year socio-economic development plan, has five key orientations as follows:

Firstly, it needs to grasp thoroughly President Hồ Chí Minh’s thought about patriotic emulation, Party and State’s guidelines and policies on emulation so as to make the campaign real and regularly work of all levels, sectors, organizations and individuals.

Leaders of grass-root Party Committees, authorities, organizations need to strengthen instructions and leadership over the emulation work.

Secondly, the campaign should be deployed in combination with another campaign on “learning and following President Hồ Chí Minh’s moral example”. A part from speeding up emulative movements, new shining model should be found, nurtured and multiplied.

Next, comprehensive measures should be issued and implemented to create a stronger progress in quality of the movements. The campaign must serve political, socio-economic missions of each sector, locality, unit in different period with focus on urgent and complicated issues.

Besides, quality of emulative work needs to be improved.

Lastly, the enforcement of regulations on emulation must be further monitored and expanded.

At the same time, it is necessary to continue improving the legal system and organizational structure of the emulative work, focusing on urgent task of supplementing and amending the  Emulation and Award Law in accordance with new situations.

On behalf of the Government and the Central Rewards-Emulation Council, the Government chief called on the whole Party, army, and people to uphold the patriotic tradition, national solidarity to devote themselves to the overall success of the 11^th Party’s Resolution and the socio-economic development plan in the next five years.
