VN to build institutional reform project for next decade

VGP – PM Nguyễn Tấn Dũng has ordered the Ministry of Planning and Investment (MPI) to build a project on institutional reform for 2011-2020 and submit it to the Government for approval by the end of November this year.

The MPI will be responsible for coordinating with the Office of Government (OOG) to review the relating proposals introduced by the Organization for Economic Cooperation and Development (OECD).

The project is part of the country’s continued efforts to further improve its business environment and national competitiveness capacity for fast and sustainable development, following the success of the Project on streamlining administrative procedures in 2007-2010 (Project 30 in short).

In other move, PM Dũng asked the OOG to consolidate the Advisory Council on Administrative Procedure Reform by expanding its members to representatives from common citizens, businesses, research bodies, and socio-political organizations, aiming to mobilize social resources for reforming administrative procedures.

The Administrative Procedure Control Bureau under the OOG will function as standing body of the Advisory Council.

The OOG is assigned to organize the supervision of administrative procedures and manage the national administrative procedure’s database. 

It is also responsible for coordinating with other relevant ministries, sectors to boost relations with the OECD in terms of administrative procedure reform.

PM Nguyễn Tấn Dũng also entrusted the Ministry of Home Affairs to consider the OECD’s proposal on ASEAN/OECD Initiative on policy for administrative regulations, then put forward the way for the country to participate in the initiative.

Three years since the Project 30 was introduced, Việt Nam has gained significant outcomes in simplifying its administrative procedures, greatly contributing to realize the Government’s commitments to building a democratic, transparent, effective administrative regime.
