To achieve the goal, the plan proposes measures to verify all licensed distance training programs and encourage training centers to provide distance learning programs which are accredited or recognized by authorized international organizations.

By 2020, distance training programs need to supply international-standard documents and equipment and encourage educational centers, businesses, organizations and individuals to join the programs.

The goal of the plan is to improve the quality of distance training programs to meet the demands for people’s learning in the process of international and regional integration.
