By 2025, the prevalence of child malnutrition among ethnic minorities will be lowered than 8%; 97% of six-year-old ethnic children will go to primary schools ; 98% of ethnic people older than 10 is literate; the illiterate rate among ethnic women will be lower than 10%; the rate of female ethnic officials at communal people’s councils will be higher than 40%; and the under-one mortality rate will be lower than 19%.
In addition, the HIV prevalence among 15-24 year-old ethnic minority people will be less than or equal to 0.3%; over 50% of ethnic households will access safe water and over 60% of them will use standard toilets.
To realize the above-mentioned targets, the millennium development goals among ethnic minorities should be institutionalized in ministries, sectors and localities, together with enhanced inter-sector collaboration at all levels and widely mobilized resources.
Meanwhile, the oversight mechanism from the central level to the locality level should be improved with further authorization at grassroots levels; people’s participation in building and implementing policies related to poverty reduction, social welfare and socio-economic development in ethnic and mountainous regions should be boosted. Communication to improve ethnic minorities’ awareness on gender equality, hygiene, environment, health care, HIV/AIDS prevention, infectious diseases, cultural development, education and sustainable poverty reduction should also be promoted.
