In their report delivered to leaders of the Government, ministries and sectors, the city’s authority clearly mentioned both achievements and unsolved shortcomings and weaknesses in socio-economic development, like maladministration of public lands, high rate of poverty, traffic and environmental burning issues, and the tardy schedule of almost all the projects to celebrate the capital's 1,000th birthday.

In 2008, Hà Nội saved over VND 60 billion by canceling unnecessary expenses; stopped and temporarily postponed 56 projects worth of VND 614 billion; and enriched the employment fund with VND 20 billion.
The capital also approved 345 projects taking VND 40 billion from the National Fund to create over 120,000 jobs.
Hà Nội invested in 14 projects to welcome the 1,000th grand anniversary, cleared the construction site for other 15 projects, groundbroke 12 works and approved 40 planning schemes.

Representatives of ministries and sectors suggested Hà Nội to focus on embellishing the Ba Đình administrative center; building the framework infrastructure; planning sports centers, hi-tech park and cultural village; building hospitals; and upgrading traffic and drainage networks.
Deputy PMs Nguyễn Sinh Hùng, Phạm Gia Khiêm and Hoàng Trung Hải ordered ministries and sectors to submit a appropriate overall planning scheme of Hà Nội to the Government, including plans to clear out traffic jams and exploit land funds for development. Especially the Government's leaders urged Hà Nội to submit the Capital City Law to the National Assembly and pilot the urban governance.
Concluding the meeting, PM Nguyễn Tấn Dũng warned that there are a lot of socio-economic difficulties lying ahead.
Thus, he suggested, Hà Nội should take all necessary measures to prevent economic recession, maintain and boost production and export, complete infrastructure planning, and accelerate projects to celebrate the capital’s millennium.
Ensuring social security, minimizing unemployment and assisting disadvantaged areas are also the key tasks of the Capital in the coming year, stressed the PM.
