The Government chief underlined the necessity of outlining an overall project for the entire route.
If it is impossible to mobilize investment capital sufficient for the construction, the route can be built in stretches, especially those from Hà Nội to Thanh Hóa, Hồ Chí Minh City-Phan Thiết, and Đà Nẵng-Huế.
The investment report should include details relating to the establishments of urban areas and industrial groups along the route.
The Government calls upon investors from all economic sectors to raise funds for the construction of stations, traffic signal system, and vehicles.
The PM entrusted the Ministry of Transport (MoT) to direct the investor to complete the report before submitting it to the State Assessment Council within August. The MoT should join hands with the Ministry of Planning and Investment and the Ministry of Finance to open investment promotion conferences with a view of calling sponsors and investors.
The North-South Express Railway runs 1,570 km along Việt Nam. It is scheduled to be put into operation in 2036.
The project is expected to save 57% of the costs for means of transport, 17% of the costs for traveling time and curtail 20% of traffic accidents.
