It will strengthen broadband infrustructure to boost socio-economic development, particularly in the most disadvantaged region.

Under the program, 100% of communes will be connected to multi-service broadband and Internet stations will be set up in 50% of communes in 69 poorest districts.

Total investment for the program amounts to VND 7,000 billion (excluding preferential loans). Of the figure, 21% will be allocated to telecom infrastructure development, and 34.5% for public telecom serivces expansion.

The Ministry of Information and Communications will coordinate with relevant ministries and agencies to instruct the implementation and approve projects on telecom infrastructure development and public telecom services provision.

Provincial People’s Committees will be responsible for developing and proposing plans on providing public telecom services in their localities.

All telecom companies are encouraged to put in tenders for all plans and projects on providing public telecom services stipulated in the program.
