The PPJ’s second report deals with identifying space orientations for central urban and satellite towns; solutions to transport planning electricity and water supply, drainage, land use, heritage preservation of Hà Nội in the future. PPJ have already reviewed 744 plans, projects within Hà Nội’s area in order to outline solutions for urban and outskirt traffic congestion; arrangement of public and administrative functional space, land, industries, health, education; and related issues such as the management of land, population, labor, environment as well as the combination of the capital’s functions with its vicinity. The international venture consultant proposed 3 scenarios for the space enlargement of Hà Nội by expanding central urban town and greenbelts, developing more satellite towns. Beside the Design, Deputy PM Nguyễn Sinh Hùng asked the MOC and PPJ to find a suitable site for the construction of the Statute of Liberty. Concluding the meeting, PM Dũng ordered PPJ to continue finalizing the Design of the capital in the direction of building a modern-civilized-philological city. Hà Nội’s new space will have both central urban core and satellite towns like Hòa Lạc, Sơn Tây, Xuân Mai, Quốc Oai, Phú Xuyên, Đông Anh, Mê Linh, and Sóc Sơn, with the proportion of 30% land reserved for urban area and other 70% for green belts, said the PM. He also asked PPJ to pay adequate attention to the linkage between Hà Nội and other nearby provincial cities; to protect and preserve ancient sites; clarify ways to develop infrastructure like road, railway, underground works to ensure modernity, synchronism of the capital city. |  | | PM Nguyễn Tấn Dũng exchanges views with delegates on the sidelines of the meeting, Hà Nội, August, 21 - Photo: VGP | The Government chief said that Nội Bài international airport must be upgraded to be able to recieve 50 million passengers per year instead of building another airport in the capital. The PM entrusted the Ministry of Natural Resources and Environment to draft Report on Hà Nội’s Environment Strategy; conduct preparatory works for the establishment of State Assessment Council for the Hà Nội Planning Design to submit to the National Assembly for approval in 2010.
