PM Dũng asserted that, though facing a lot of challenges in 2008, the Government has tried its best and taken drastic and flexible measures to direct the socio-economic development.
According to reports presented by the Ministry of Planning and Investment, the whole-year growth rate is estimated to stand at 6.23%. Export turnover in 2008 increases 31.8% an the total State budget collection reaches VND 399,000 billion, much higher than the norm set by the NA (VND 76,000 billion).
Gov’t to offer stimulus for investment
The Government’s discussions focused on how to fruitfully realize the investment stimulating package worth of US $1 billion.
The fund will be used to compensate the interest rates of preferential investment projects and programs in 2009 and 2010.
Many Government members proposed the assistance for small and medium enterprises, especially exporters of agricultural products and services. They also stressed the necessity to finance trade promotion, market expansion, and rural infrastructure construction.
However, PM Dũng confirmed that the Government allocates this VND 17-billion package to stimulate investments in production, business and job generation.

The Government chief also pointed out shortcomings, such as ineffective predictability and weak coordination among ministries and sectors.
2009: Chances amidst difficulties
Asserting that there will be greater difficulties in 2009 due to the expanding global economic recession, PM Dũng was still optimistic about the country’s advantages, especially political stability, growth impetus, and enormous purchase power of the domestic market.
The Government adopted a working program, focusing on proactively preventing economic recession, stimulating investment and consumption, stabilizing macro-economy, ensuring appropriate growth rate and social security, improve and upgrading education, health, culture, science and environmental protection, speeding up administrative reforms, anti-corruption and thrift practice, and maintaining national security and social order and safety.
PM Dũng urged the entire Cabinet to quickly put these solutions and tasks into reality.
At the meeting, the Government also discussed some bills.
