CHAI was founded by former US President Bill Clinton, focusing on health security and HIV/AIDS control.

The Foundation established ties with Việt Nam in December 2005 by signing a memorandum of understanding with the MoH on supporting Việt Nam’s HIV/AIDS control. In July 2006, CHAI opened its office in Việt Nam.
In early December 2006, in his visit to Việt Nam, Mr. Bill Clinton and Minister of Health Trần Thị Trung Chiến inked an agreement on providing aids to Việt Nam to control HIV/AIDS. CHAI implemented a project in Việt Nam, titled “Paediatrics Initiative”, granting an annual batch of 800 ARV doses for children and 900 ones for pregnant women as well as training HIV/AIDS practitioners.
