PM orders to speed up agricultural restructuring

VGP – The PM has recently issued an instruction to accelerate the implementation of the Agricultural Restructuring Plan towards higher added value and sustainable development.

The new instruction targets to renew the organization of production towards close cooperation in value chains from production to consumption among peasants, collectives, and enterprises.

The PM tasked ministries, agencies and localities to strengthen dissemination of information about the new instruction and churn out large-scale, high quality and value production.

Strengthening advance scientific and technological applications

The PM requested more activities on research, and scientific and technological advance transfer and application to make a breakthrough in the restructuring process; priority for high-tech and new scientific and technological advances; and linkages between state scientists and enterprises.

The PM also asked for more research on market information, especially trade commitments regarding  the agro-forestry and fishery sectors; competitiveness improvement, market development, appropriate protection of domestic production; and enhancement of brand names and removal of trade barriers.

The Government chief also noted the importance of vocational training for rural labourers and development of young intelligentsia in agricultural collectives.

Combination of agricultural restructuring and new rural building    

The PM required localities to effectively implement the Agricultural Restructuring Plan, renew projects, programs, and action plans in socio-economic development plans in the 2016-2020 period.

The new instruction also aims to establish interdisciplinary steering committee on agricultural restructuring and new rural area building at local level.

At the instruction, the PM asked to review the planning of key agro-products in localities and mobilize resources to develop production, improve incomes and living standards for peasants.

The fresh instruction also targets to discover and popularize effective models of production; encourage enterprises to boost investment and connect with peasants in favor of large-scale value production; boost management of agricultural variety andmaterials; minimize risks for peasants and cut production costs.

Especially, localities will have to build high-tech agricultural areas in favor of modern, big production and competitiveness./.
