From 2015 to 2017, the plan aims to complete a legal document system to direct and ensure aviation security; regulate fees for ensuring aviation security; improve organization and operation of State management agencies in charge of aviation security, an independent and professional aviation security control force and training establishments on aviation security; enhance professional competence, ethical standards and regulation obedience of aviation security control workers; complete the investment in a close security system and examining camera systems at airports, aviation facilities and airplanes.
In the 2018-2022 period, further investment will be made in upgrading the aviation security infrastructure and facilities in a modern manner to replace outdated facilities; improving the IT system and the modern security system; and continuing to strengthen the aviation security control force professionally and effectively.
After 2022, the infrastructure, facilities and equipment to ensure aviation security will meet international standards.
To realize the set targets, suggested solutions are completing the legal document system to direct and regulate aviation security standards; strengthening the organization of consulting agencies on ensuring aviation security and the operation of the aviation security control force; and improving capacity and regulation observance of aviation security staff.
In addition, improvements should be made in internal security control to aviation staff; the aviation security infrastructure, equipment and facilities; the collaboration among relevant agencies and units; capacity to respond to illegal interferences in civil aviation activities; and civil aviation information security.
