Reviewing the socio-economic situations in July and the first seven months, the Government was unanimous that industrial production constantly grew month by month; the service sector maintained a high growth rate and the agro-forestry and fisheries continued to flourish.
The Cabinet analyzed negative impacts of the global economic recession which has been causing a lot of difficulties for macro-economic stability and export. Earnings from some key exports like garments, seafood, footwear, wood products all fell down as foreign demand dramatically shrank.
Some achievements were gained in the fields of education, healthcare, social security and others.
All cases of the A/H1N1 flu were discovered and treated timely and no death was reported until the end of July.

Addressing the meeting, PM Nguyễn Tấn Dũng said that, to obtain the economic growth rate of 5% and budget overspending of 7%, ministries, sectors and localities should continue following the Government’s ongoing stimulus solutions, particularly policies on monetary and financial activities, taxation; monitoring open markets; providing loans of subsidized interest rate for production and business activities; and supporting poor households.
The PM ordered the National Advisory Council for Financial and Monetary Policies to propose measures to effectively regulate exchange rates, payment balance, and benefits of commercial banks and enterprises.
State-owned enterprises need to play the main role in home-ground market while still striving to explore new foreign markets, stated the Government chief.
“It is necessary to disburse investment capital for construction, especially funds from the budgets, governmental bonds, ODA,” said the PM, adding that special attention should be given to quality of transport, irrigation and hydroelectricity projects.
The Government chief assigned the Ministries of Agriculture and Rural Development, Natural Resources and Environment, and Health to closely cooperate with relevant localities to protect forests; seriously punish individuals and organizations violating environment regulations; and secure food safety and hygiene.
PM Dũng also asked ministries, sectors and localities to spare no effort to finalize their actions plans for 2010 and the next five years, especially those for mobilizing investment capital.

Socio-economic figures in July and first seven months
- Industrial production value: VND 382.7 trillion in the first seven months, up 5.1%.
- Volume of goods transportation (first seven months): 367.8 million tons, going up by 2.3% compared to the same period last year.
- CPI in July increased by 0.52% compared with last month.
- 510 FDI projects licensed in seven months, totaling US $10.1 billion, including the new registered capital of US $5.4 billion, up 7.2% compared to the same period.
- Total ODA contracted: US $2.18 billion, up 45.4% compared to the same period.
- Total capital disbursement (seven months): US $1.47 billion.
- Nearly 48,000 new enterprises registered.
- Total export turnover (seven months): about US $32.35 billion, down 13.4% compared to the same period.
- Excess of import over export (seven months): about US $3.38 billion, equivalent to 10.5% of the total export turnover.
- About 122,000 new jobs created and 5,700 guest workers sent to foreign markets.
