The first joint-venture, Arata Isozaki and Metropolitan Architecture, proposed the idea to plan Hà Nội as a multipolar sustainably-growing city with auxiliary and satellite urban quarters to relieve population, traffic and pollution pressures in the center.

Posco E&C and Jina Architect, Perkins Eeastman stressed the need for sustainable development. It held that urban area should account for only 40% of the land fund while the rest reserved for green areas.

Meanwhile, RTKL paid attention to dynamic and vigorous factors. Its primary idea is to form tourist spaces and potential economic zones along the Red River, expand international business routes, and preserve environment.
